Baltimore County School District Realizing the Vision The Baltimore County Public Schools are dedicated to providing a quality, comprehensive educational program designed to address the needs of a diverse student population. Building on current successes, the system's Blueprint for Progress -- its road map for the future -- outlines the vision, mission, belief statements, goals, strategies, and indicators of progress that will lead to increased achievement by all students. The Blueprint for Progress provides clear direction for everyone involved in education in Baltimore County, including teachers, administrators, support staff, parents, and the community. The foundation of the Blueprint for Progress is quality instruction. Implementing this blueprint is essential. Today's children are the only future the human race has. We must teach them well. They deserve the best. Indicators of Student Achievement Progress The Baltimore County Public Schools continue to strive to increase the quality of the educational opportunities offered to students. Systemic reform efforts are focused on continuing to increase student achievement by raising standards, improving instruction, challenging low expectations, and enhancing parental and community support. These efforts stem from our commitment to excellence and equity -- the belief that all students deserve to receive a quality education. State or county standards have been established for each Indicator of Progress. All indicators require continuous improvement over time by all ethnic, gender, and socio-economic groups to reduce achievement gaps. By 2005, Baltimore County Public Schools will meet or exceed these state or county standards. Current performance levels suggest that some indicators will be met well before 2005; others will take longer to be met. School-based needs assessments may lead to the identification of additional indicators at specific schools.
